Mudd began his career in county government in 1974, as a grounds manager at the White Plains Golf Course, and had been public facilities director since 1990. As director, his salary was $140,635, and he oversaw one of the county's largest departments, with 219 full-time employees and a $27 million operating budget. He abruptly announced his resignation in July of 2007 along with a string of other high profile county officials.
