Charles Russell "Russ" Levering was a tobacco marketing specialist for the Department of Agriculture and an Army veteran. Born June 9, 1922 in Milwaukee, Wisoncsin, he was the son of the late Charles M. Levering and the late Olga E. Hawkins Levering. He graduated from La Plata High School and attended St. John's College in Annapolis. He also attended the University of Cincinnati in Ohio and the University of Maryland at College Park. He served from 1942-45 as a navigator on B-17s and B-29s in the U. S. Air Force and continued in active reserves until his honorable discharge in 1961.

From 1945 to 1966, Mr. Levering worked in the private tobacco industry in Maryland, Virginia, North and South Carolina, Kentucky, and Tennessee as a tobacco buyer for the United Leaf and T. R. Ragsdale Company, purchasing for P. Lorillord and other tobacco companies. In 1966, Mr. Levering joined the U. S. Department of Agriculture, Producer Associations Division, as a leader of the tobacco group and contracting officer/tobacco marketing specialist. He retired as chief of tobcaco operations, Tobacco Price Support Program in 1986.

Mr. Levering served as a volunteer cooperative climatological weather observer for the national Oceanic and Atmospheric Administration. He recieved numerous commendations for his 41 years of continuous service in weather recording. Local newspapers often contacted him for up-to-date, official weather-related information as well as his historic weather data.

Mr. Levering was a lifelong member and former vestryman of Christ Episcopal Church, La Plata. He served as president of the Milton Somers PTA, treasurer of the La Plata Volunteer Fire Department, charter member of the Hawthorne Country Club, and a member of the American Legion (Harry White Wilmer Post, La Plata), the Society for the Restoration of Port Tobacco, the Port Tobacco Players, and Sigma Alpha Epsilon fraternity. He was also a member of the board of directors for the Historical Society of Charles County.
